Community Policing Programs

Community Policing Access Centre

The CPAC opened in the West Park Mall on March 1, 1995 and has since moved to 345 Anderson Drive in the same building as the West Quesnel fire hall. The Centre serves as an information outlet for the different programs offered through the RCMP Detachment in Quesnel. The CPAC also handles non-investigational complaints and serves as a pickup center for subpoenas. This will free up the RCMP officers and enable trained volunteers to assist the public in the above mentioned areas. All volunteers to assist the public in the above mentioned areas have completed security clearance from the RCMP. The following is a description of the various community policing programs being offered through the Quesnel Detachment of the RCMP.

Block Watch

What is Block Watch? A free program operated by your police to help prevent crime in your community.

How does Block Watch work? Block Watch is a neighbour helping a neighbour. Families on a block form a communication chain aided by a block map of names, telephone numbers and addresses. They watch out for each other’s homes and report suspicious activities to the police and each other to reduce the likelihood of residential crime.

Block Watch also provides:

Tips on how to better secure your home.
· Information on how to mark your property.
· Protective window stickers.
· Crime prevention strategies for your area through a free newsletter.

Improve your home security: Break and enters to homes continue to keep Quesnel RCMP busy. There are many steps owners can take to make their homes more secure. Some security tips are:

· Are your door locks adequate?
· Is your strike plate (mounted on doorframe) reinforced with a 2-inch or 3-inch screw?
· Do you have secondary locks on all windows rather than just simple catches provided by the builder or manufacturer?
· Do you know where all the keys are to your home and office?
· When you leave home, even for a short time, do you lock all doors and windows, including any outside sheds or garages?

Other home crime prevention tips include getting to know your neighbours. If something suspicious is going on at your neighbour's home, call the police. If you are going to be away from the house for a period of time, get someone to look after your home. Marking your personal belongings and recording serial numbers is a good idea in the event that you are a victim of a break and enter. Report Suspicious Activities:
· 
Unfamiliar persons loitering in your neighbourhood.
· Slow-moving vehicles - especially if someone remains in them.
· Unusual noises, screams, glass breaking, barking dogs, etc.
· Persons going from door to door (especially back doors).
· Persons looking in parked cars.

School liaison program

Each elementary and high school in the Quesnel School District are assigned an RCMP officer to act as a liaison between the RCMP and the specific school. Constable T. Wang is the current liaison officer and performs a wide variety of duties in this capacity. These officers can give various presentations to the students ranging from violence in schools or drugs and alcohol, to street and bicycle safety.

CRIMESTOPPERS

The Quesnel RCMP receives various tips from the general public with regards to various criminal activity. The tipsters can remain anonymous or can apply for a cash reward if their tip results in a crime being solved. The police work in conjunction with the Crime Stoppers Chair, who is a Quesnel citizen and part of the Quesnel Crime Stoppers Group.

Mug Shot Program

The Mug Shot Program is published once per month in the local newspaper. Three candidates are chosen from persons having outstanding warrants. When the police have exhausted the routine methods of locating persons with outstanding warrants, they can be considered for the Mug Shot Program. The pictures and a description of the persons with outstanding warrants are published with a request to the general public to advise the RCMP if they are aware of the whereabouts of any of the named persons.

Hot Car Program

The Quesnel RCMP will fax the information on a stolen automobile to the Quesnel radio stations as soon as the information is received at the Detachment. This press release requests that any citizens following or noticing a vehicle of the said description report its location immediately to the RCMP Citizens Patrol Association. The CPA is a group of concerned citizens who watch for any suspicious activity and report the same to the RCMP. All applicants for CPA are security cleared through the RCMP. CPA members have lockers in the CPAC office where they store their equipment.

Drug and Alcohol Awareness

The objective of the RCMP Community Policing with regards to drug and alcohol awareness is to increase the awareness amongst teachers in the public schools by providing them with a Drug Symptomology course. This will help in the early detection of students with a substance abuse problem.

D.A.R.E. (Drug Resistance Program)

 Both the Quesnel RCMP and local schools are actively involved with the Drug Abuse Resistance Program. This is offered to grade 5 and 6 students in the local school district and is taught by peace officers who have been trained by D.A.R.E. This program is not only about saying NO to drugs, it also teaches students about decision making and its consequences, building self-esteem and how to resist peer pressure.  Students learn how to handle anger and stress and to keep their bodies healthy. D.A.R.E. teaches students to choose positive activities and be positive role models in the community in which they live.

Esteem Team

The Esteem Team is a group of athletes who are sponsored by corporate donations to tour the province, giving talks at schools. They talk about self-esteem, goal setting, overcoming obstacles and making positive life choices. They have made an annual visit to Quesnel schools for the past several years.

Speed Watch

A group of volunteers are trained to operate the speed board which is then set up, by at least two volunteers at a time, at a location that has had a request for speed watch. The speed watch board will show drivers what speed they are travelling and what the posted speed limit is for that area. This increases awareness for speeding vehicles.

Victim Services

Victim Services operates with a Coordinator and volunteers. They provide victims of crime with the information, practical assistance and emotional support they need to fully participate in the justice system. They also attend crisis incidents, transport or accompany victims to court, and accompany police to assist with death and accident notification.

Citizens Patrol Association (CPA)

 CPA is a program that involves citizens patrolling in their own community, assisting the police in detecting crime. CPA members patrol in their own vehicles, with a partner, acting as additional “eyes and ears” for the police. The mandate of the program is to PATROL, OBSERVE and REPORT. Program members have NO contact with offenders.

Patrol members are concerned citizens who want to make their community a better and safer place for all and, by participating in this program, further exemplify the community’s willingness to aid and support the police in reducing crime in our community.
